Unified Law Enforcement Workgroup

In August 2008, the Board of Carroll County Commissioners decided that a task force of law enforcement officers should be formed "to develop a model for a future Carroll County Police agency that is neither the Maryland State Police nor the Carroll County Sheriff's Office utilizing available resources."

Facilitated by Chief of Administrative Services Cindy Parr, the workgroup began meeting on Oct. 14, 2008. Its members were:

  • Carroll County Sheriff's Office Maj. Thomas Long
  • Carroll County State's Attorney's Office Investigator Andrew Mays
  • Maryland Environmental Services Deputy Director John O'Neill Jr. (former acting superintendent of Maryland State Police)
  • Maryland State Police Lt. Dean Richardson (retired)
  • Maryland State Police Assistant Bureau Chief of Field Operations Maj. Scott Yinger
  • Sykesville Police Department Chief John Williams
  • Westminster Police Department Chief Jeff Spaulding
