Doug Howard is in his first term as County Commissioner. The founder of Start-Up Carroll and former director of Carroll Area Transit Services, Mr. Howard owns BDG Entrepreneurial Services in Sykesville. He earned a bachelor’s degree in economics from the Wharton School of Business at the University of Pennsylvania. He has served on the boards of the Department of Social Services, the Chamber of Commerce, the South Carroll Business Association, and Change Inc. Mr. Howard is an active member of Holy Family Catholic Church. He and his wife, Bette, have four daughters and two sons and live in Eldersburg.

District 5 covers the southeastern portion of Carroll County. It includes Eldersburg and the town of Sykesville.
