Carroll County Agricultural Land Preservation Advisory Board

To comply with the Annotated Code of Maryland § 2-504.1 the Commissioners of Carroll County are required to appoint an agricultural preservation advisory board. The board shall consist of five members, at least three of whom shall be owner-operators of farms who earn 50 percent or more of their income from farming. The advisory board shall be appointed for five years and no member shall serve for more than two consecutive full terms.

  1. To advise the county governing body and staff and make recommendations upon review in respect to farms qualifying for easement sale.
  2. To assist the county governing body in reviewing policy regarding land under easement.
  3. To review county priorities for agricultural preservation.
  4. To approve or disapprove an application by the county for certification under § 5-408 of the State Finance and Procurement Article.
  5. To promote preservation of agriculture with the county.
  6. To review and approve or deny all easement holder requests (i.e. child’s lots,owner’s lots, uses requests, and agricultural subdivisions).
