The Carroll County Board of Commissioners Adopted the Finksburg Corridor Plan at their August 29, 2013 business meeting.

Update (August 2013)

The Finksburg Corridor Plan was Approved by the Carroll County Planning Commission on July 16, 2013. The Planning Commission voted unanimously to forward the Plan to the Board of County Commissioners with a favorable recommendation. Staff presented a briefing on the Finksburg Corridor Plan to the Board of County Commissioners on August 8, 2013. Staff will be bringing the Finksburg Corridor Plan back before the Board of County Commissioners on August 29, 2013 for Adoption.

Update (April 24, 2013)

On April 16, 2013 The Planning Commission Accepted the Finksburg Corridor Plan and gave staff permission to forward the plan to the State Clearinghouse to start the 60 day review process. The County Planning staff will be hosting a public forum on May 20, 2013 at 6:00 p.m. which will be held in the Ronald Reagan Room of the Carroll County Office Building, located at 225 N. Center Street, Westminster, MD 21157. This gives the community an opportunity to come ask questions of the Planning Staff. A public hearing has been scheduled for July 1, 2013 at 6:00 p.m. in the Large Meeting Room of the Finksburg Library.

Update (November 2012)

On October 2, 2012, the Board of County Commissioners reconsidered their February 2011 action to reject the Finksburg Corridor Plan. They voted to remand the plan to the Planning Commission for modification. Click here to review the Board's letter to the Planning Commission remanding the plan.

At its November 26 meeting, the Planning Commission will review a staff draft of the plan that has been revised to reflect the Board's comments. Background

The Finksburg Corridor Plan is an update to the 1981 Finksburg Area and Environs Comprehensive Plan. It reflects the desires expressed by residents and business people to enhance their community. Chief among these are the desire to remove the Community Planning Area (CPA) designation from the area outside of the designated Finksburg Corridor, enhance the aesthetics and traffic flow in the MD 140 corridor, and protect the integrity of the area's environmental resources.

The Finksburg Corridor Plan focuses on a much smaller area, addressing only the MD 140 corridor from the County line west to approximately Kays Mill Road. The balance of the 1981 CPA is addressed through the County Master Plan.

Process

An initial draft of the Finksburg Corridor Plan was issued for public review in April 2009. A public hearing on the draft was held on July 28, 2009. Based on the comments received in writing during the public review period and testimony given at the public hearing, revisions to the draft plan were made by staff.

The revised staff draft was presented to the Planning Commission in December 2009. The Planning Commission suggested additional changes to the draft during work sessions held in December 2009, and January and June 2010. The Planning Commission approved the plan for another public review period at their July 20, 2010 meeting. A public hearing was held on October 12, 2010. After review and discussion on the comments received during the public review period and hearing, the Planning Commission approved the plan and recommended it for adoption to the Board of County Commissioners on October 19, 2010.

A public hearing on the draft Finksburg Corridor Plan was held by the Carroll County Planning and Zoning Commission on Tuesday, October 12, 2010. At their regular meeting on October 19, 2010, the Planning and Zoning Commission reviewed the comments submitted at the hearing and as part of the 60-day public review period. Minor revisions to the plan were suggested in response to comments submitted. At the same meeting, the Planning and Zoning Commission voted to approve the plan and recommend it for adoption by the Board of County Commissioners. The plan was forwarded to the Board of County Commissioners for their consideration.

On February 15, 2011, the Board of County Commissioners voted to reject the plan, primarily so that the update to the County Master Plan could be completed first. On October 2, 2012, the Board reconsidered that action and voted to remand the plan back to the Planning Commission for revision.
