Freedom Community Comprehensive Plan
The 2001 Freedom Community Comprehensive Plan,
with background work begun in 1995, is due for review & update. The new plan is being “built”
chapter-by-chapter beginning in early 2013. This update process will develop a
plan during an intensely focused 12-month period rather than the typical 24- to 30-month timetable. This
approach anticipates allowing more time for implementing the plan’s recommendations following adoption while
shifting focus towards accomplishing the community’s goals.
The community’s ideas, priorities, and input are key to shaping visions & goals that will direct the plan’s
development. Beginning in December 2012, staff members are attending “Listening Sessions” throughout the Freedom
area. When invited, they are meeting with interested groups or organizations to attend regular meetings or planned
events. Community members may also conduct their own Listening Sessions to provide their perspectives. Using
do-it-yourself kits, called Meetings-2-Go, interested individuals & groups are also hosting their own meetings as
a way to offer their ideas. Surveys & future community comments will continue to refine the plan’s guiding principles.
The County Planning and Zoning Commission will review & discuss the plan’s updated content as well as provide direction
on further chapter edits & revisions. Following the Planning Commission’s consensus on a chapter, it will be available
online for review & comment. Comments are encouraged throughout the plan’s development. The goal is to have the full
Freedom area plan document begin its 60-day public review in December 2013 to be ready for Planning Commission approval
in February 2014.
