Water & Sewer Master Plan Amendments

Applications for an amendment to the Carroll County Master Plan for Water and Sewerage must provide complete information and be signed by the applicant requesting the amendment and by the owner of the affected property. Questions pertaining to the information required on the application may be directed to the Carroll County Department of Planning.

Special Summer 2017 Amendment Cycle

The Sewer amendment: For the Freedom Area, this amendment would add the Schoolhouse Pump Station and force main project to the Freedom SSA Priority Project table (18G). The Bureau of Utilities has decided that a significant portion of existing Relief Sewer No. 10 needs to be abandoned and new infrastructure needs to be built. This decision was planned as part of the Utilities Capital Process and was based on the following complications that exist at the current site. The inceptor:

  • Crosses CSX rail line in two locations
  • Travels between CSX rail line and South Branch Patapsco River (Carroll/Howard County Line) and is nearly inaccessible for maintenance
  • Is over 45 years old, Vitrified Clay Pipe (VCP) and is flat sloped
  • Is in poor condition, has many root intrusions that have caused sewer backup situations
  • Has substantial infiltration and options for replacement or rehabilitation are limited by steep slopes, wetlands, and the location of the rail line

The Board of County Commissioners was briefed on October 5, 2017 and authorized a public hearing regarding these amendments on October 26, 2017. This amendment cycle was approved by the Board of County Commissioners on November 9, 201

+ Fall 2016 Amendment Cycle

The Fall 2016 Water Amendment includes modifications to the Taneytown and Westminster Water Service Areas.

The Water amendment: For the City of Taneytown, this amendment would add 20.44 acres into the Priority Planning Water Service Area (W-3) category on the Taneytown Water Service Area Map. These 20.44 acres are currently in the Long Range (10+) Water Service Area (W-6). In addition “Table 16- Projected Water Supply Demands and Planned Capacity” would need to be amended to reflect the demand generated from the 20.44 acres being added to the Taneytown Water Service Area. The Taneytown Planning Commission certified consistency with their Master Plan at their December 19, 2016 meeting. For the City of Westminster, this amendment would add 7.80 acres to the Existing/Final Planning Water Service Area (W-1) category on the Westminster Water Service Area map. This area is currently in the No Planned Water Service Area (W-7). The Westminster Planning Commission certified consistency with their Master Plan at their November 17, 2016 meeting. The County Planning Commission certified these amendments to be consistent with the 2014 Carroll County Master Plan at their November 15th and December 20th, 2016 meetings.

The Spring 2016 Sewer Amendment includes modifications to the Sewer Service Areas of the Freedom, Taneytown and Westminster Sewer Service Areas.

The Sewer amendment: For the Freedom Area, this amendment would add 6.01 acres to the Priority Planning Sewer Service Area (S-3) category on the Freedom Sewer Service Area map. These 6.01 acres are currently in the No Planned Sewer Service Area (S-7). For the City of Taneytown, this amendment would add 20.44 acres into the Priority Planning Sewer Service Area (S-3) category on the Taneytown Sewer Service Area Map. These 20.44 acres are currently in the Long Range (10+) Sewer Service Area (S-6). In addition “Table 27- Projected Sewerage Demands and Planned Capacity” would need to be amended to reflect the demand generated from the 20.44 acres being added to the Taneytown Sewer Service Area. The Taneytown Planning Commission certified consistency with their Master Plan at their December 19, 2016 meeting. For the City of Westminster, this amendment would add 7.80 acres to the Existing/Final Planning Sewer Service Area (S-1) category on the Westminster Sewer Service Area map. This area is currently in the No Planned Sewer Service Area (S-7). The Westminster Planning Commission certified consistency with their Master Plan at their November 17, 2016 meeting. The County Planning Commission certified these amendments to be consistent with the 2014 Carroll County Master Plan at their November 15th and December 20th, 2016 meetings.

+ Spring 2016 Amendment Cycle

The Spring 2016 Water Amendment includes modifications to the Mount Airy Water Service Area and the Unincorporated Areas.

The Water amendment: For the Town of Mount Airy, this amendment would add a 68.14 acre property to the Priority Planning Water Service Area (W-3) category on the Mount Airy Water Service Area map. It is currently in the Long Range (+10 year) Service Area (W-6). In addition, this amendment would modify Mount Airy’s Water Service chapter and “Table 16- Projected Water Supply Demands and Planned Capacity” to reflect changes that have occurred in the Town since the Adoption of the 2014 Carroll County Water and Sewer Master Plan. For the Unincorporated Water Supply Chapter, Hyde’s Quarry was added to the “Planning Project and Recommendation” section. The Mount Airy Planning Commission certified consistency with their Master Plan at their June 27, 2016 meeting. The County Planning Commission certified these amendments to be consistent with the 2014 Carroll County Master Plan at their July 19, 2016 meeting.

The Spring 2016 Sewer Amendment includes modifications to the Sewer Service Areas of the Towns of Mount Airy and New Windsor.

The Sewer amendment: For the Town of Mount Airy, this amendment would add a 68.14 acre property to the Priority Planning Sewer Service Area (S-3) category on the Mount Airy Water Service Area map. It is currently in the Long Range (+10 year) Service Area (S-6). In addition, this amendment would modify Mount Airy’s Water Service chapter and “Table 16- Projected Water Supply Demands and Planned Capacity” to reflect changes that have occurred in the Town since the Adoption of the 2014 Carroll County Water and Sewer Master Plan. For the Town of New Windsor, this amendment would add a 0.41 acre area to the Existing/Final Planning Sewer Service Area (S-1) category on the New Windsor Sewer Service Area map. This area, which will allow the Lehigh maintenance building to be served, is currently in the No Planned Service Area (S-7). The corresponding private pipes and pump stations will also be added to the map. In addition, this amendment amends “Table 27- Projected Sewerage Demands and Planned Capacity” to reflect the demand generated from this area. The Mount Airy Planning Commission certified consistency with their Master Plan at their June 27, 2016 meeting. New Windsor Planning Commission certified that this amendment was not inconsistent with their Master Plan at their August 29, 2016 meeting. The Carroll County Planning Commission certified that the Mount Airy amendment were consistent with the 2014 Carroll County Master Plan at their July 19, 2016 meeting. The Carroll County Planning Commission certified that the New Windsor Amendment was consistent with the 2014 Carroll County Master Plan at their September 7, 2016 meeting.

The Board of County Commissioners was briefed on September 8, 2016 and authorized a public hearing regarding these amendments on September 29, 2016. This amendment cycle was approved by the Board of County Commissioners on October 13, 2016.

The Fall 2015 Water Amendment includes modifications to the Water Service Areas of the Towns of Mount Airy and Sykesville.

The Water amendment: For the Town of Mount Airy, this amendment would extend Mount Airy’s Priority Water Service Area (W-3) to include portions of the Leishear property that lies within the Town’s Ultimate Growth Boundary. In addition, this amendment amends Mount Airy’s Long Planning Water Service Areas (10+ year) (W-6) to establish consistency with the Town’s newly Adopted Master Plan. Mount Airy’s Planning Commission certified consistency with their Master Plan at their November 23, 2015 Planning Commission Meeting. For the Town of Sykesville, this modification will amend the Freedom chapter map and table to reflect modifications resulting from a new State-County agreement on allocations. The Sykesville Planning Commission certified consistency with their Master Plan at their December 7, 2015 Planning Commission Meeting.

The Fall 2015 Sewer Amendment includes modifications to the Water Service Areas of the Towns of Mount Airy, New Windsor and Sykesville.

The Sewer amendment: For the Town of Mount Airy, this amendment would extend Mount Airy’s Priority Sewer Service Area (S-3) to include portions of the Leishear property that lies within the Town’s Ultimate Growth Boundary. In addition, this amendment amends Mount Airy’s Long Planning Sewer Service Areas (10+ year) (S-6) to establish consistency with the Town’s newly Adopted Master Plan. Mount Airy’s Planning Commission certified consistency with their Master Plan at their November 23, 2015 Planning Commission Meeting. For the Town of New Windsor, this amendment adds a footnote to the Town of New Windsor’s Table 27 line on “Table 27- Projected Sewerage Demands and Planned Capacity” to address an I&I project that the Town anticipates completing to address the 9,000 gpd deficit that exists in the Future Planning Category. The New Windsor Planning Commission certified consistency with their Master Plan at their November 30, 2015 Planning Commission Meeting. For the Town of Sykesville, this modification will amend the Freedom chapter map and table to reflect modifications resulting from a new State-County agreement on allocations. The Sykesville Planning Commission certified consistency with their Master Plan at their February 1, 2016 Planning Commission Meeting.

The Carroll County Planning and Zoning Commission Certified that both of the amendments were consistent with the 2014 Carroll County Master Plan at their December 15, 2015 meeting. The Board of County Commissioners were briefed on January 28, 2016 and authorized a public hearing regarding these amendments which on February 4, 2016 at 10am.

+ Spring 2015 Amendment Cycle

The Spring 2015 Amendment Cycle consists of both a water and a sewer amendment to the Hampstead Service Area

The Water amendment: revises tables (8A, 8B, 8E and Table 16) within the Hampstead Water Service Area chapter in the 2014 Carroll County Water and Sewer Master Plan. The updated information has been provided by the Town of Hampstead. In addition, the Hampstead Water Service Area map needs to be amended to show a category change for a portion of the Harrell property from Future Water Service Area (W-5) to Priority Water Service Area (W-3). This property is currently in the Development Review process and will be ready to connect in the near future. The Hampstead Planning Commission will be presented this amendment and asked to certify consistency with the Town's 2010 Master Plan at the Town's May 27, 2015 Planning Commission meeting. The County has been in close coordination with the properties and the Town of Hampstead regarding this amendment.

The Sewer amendment: includes moving the Hampstead WWTP discharge outfall to a new location as part of the Enhanced Nutrient Removal (ENR) upgrade scheduled to start construction January 2016. In order for this to occur, categories of properties as well Table 27 needed to be modified in order to make the County's demand/capacity tables balance. The County has been in close coordination with the properties and the Town of Hampstead regarding this amendment.

The Carroll County Planning and Zoning Commission Certified that both of the amendments were consistent with the 2014 Carroll County Master Plan at their May 19, 2015 meeting. The Board of County Commissioners were briefed on May 21st and authorized a public hearing regarding these amendments which is scheduled for June 11, 2015 at 10am.

+ Spring 2012 Amendment Cycle

The Spring 2012 Amendment Cycle consists of two (2) amendments to the 2011 Carroll County Water and Sewer Master Plan. The first proposed amendment is to remove Section 8 of the Walnut Ridge Subdivision which is 15.005 acres from the Westminster Existing/Final Planning Water Service Area (W-1) to the No Planned Water Service Area (W-7). The Westminster Planning Commission certified consistency with the City's 2009 Master Plan at the City's February 9, 2012 Planning Commission meeting.

The second proposed amendment adds two new projects to "Planned Public Sewer Projects for New Windsor" (Table J) of the New Windsor Sewer section within the Carroll County Water and Sewer Master Plan. The New Windsor Planning Commission certified that this was consistent with the Town's 2010 Master Plan at the Town's February 27, 2012 Planning Commission meeting. The Carroll County Planning and Zoning Commission certified the proposed amendments as consistent with the Carroll County Master Plan at their March 20, 2012 meeting. The Carroll County Board of Commissioners have scheduled a public hearing for the Spring 2012 Amendment Cycle on May 31, 2012 at 10:00 a.m. in Room 311 of the County Office Building.
