Comprehensive Planner - Andrea Gerhard - This planner acts as planning liaison to the towns of Mount Airy and Sykesville and serves Election Districts 5, 9, 13 and 14; responsible for Water & Sewer Master Plan and amendments; and represents Carroll County on the board of the Heart of the Civil War Heritage Area. Ms. Gerhard processes annexation petitions received from municipalities, as well as rezoning petitions submitted to the County. He represents Carroll County as the Vice-Chair on the Technical Committee and is a member on the Cooperative Forecasting Group for the Baltimore Metropolitan Council.
