ADMINISTRATION

Director - Directs the overall planning and development program under the auspices of the Carroll County Planning Commission and serves as Secretary to the Commission. Serves administratively to the County Commissioners as Director of the Department of Land Use, Planning & Development which includes the Agricultural Land Preservation Program, Comprehensive Planning, Development Review, Resource Management, and Office of Zoning Administration. NDPES Compliance Specialist - Provides support to Carroll County and the incorporated municipalities regarding compliance with the NPDES and Municipal Separate Storm Sewer System (MS4) permits. Coordinates, manages, and implements Phase I and Phase II permit regulation requirements in accordance with Federal, State, and local laws. Special Projects Coordinator - Coordinates development and implementation of the Phase 2 Watershed Implementation Plan as it applies to Carroll County, the Carroll County Water Resources Element, and other "big picture" water supply, wastewater, and water quality issues and plans. Facilities coordination and collaboration on other special planning and water resource projects involving multiple agencies and/or municipalities. GIS Analyst - Planning - Prepares data, maps, and performs analyses for community comprehensive plans within the following Election Districts: #4 (Woolerys), #5 (Sykesville), #7 (Westminster), #9 (Taylorsville), #13 (Mount Airy), and #14 (Barrett). Updates and maintains the County's Buildable Land Inventory. Maintains data and maps for the Agricultural Land Preservation; Rural Legacy; Water Resources Element; and other special projects. GIS Analyst - Technician - Updates and maintains official Carroll County Zoning maps. Prepares data, maps, and performs analyses for community comprehensive plans within the following Election Districts: #1 (Taneytown), #2 (Uniontown), #10 (Middleburg), #11 (New Windsor) and #12 (Union Bridge). Maintains data and maps for zoning; annexations; historic districts and historic trust sites; and other special projects. Performs other duties as directed by the Bureau Chief. Administrative Office Associate II - Assumes chief responsibility for coordinating the business calendar for the Planning Director; performs numerous administrative assignments delegated by the Director; and coordinates the scheduling of agenda items for the Department with the County Commissioners' Office. This position also provides clerical support to the Carroll County Planning and Zoning Commission, preparing and distributing Planning Commission meeting agendas, attending Planning Commission meetings, and preparing related correspondence and minutes. AGRICULTURAL LAND PRESERVATION PROGRAM

Agricultural Land Preservation Program Manager - Serves as the local Program Manager of the Carroll County Agricultural Land Preservation Program. The Program Administrator assists landowners who voluntarily petition their land into Agricultural Preservation districts and sell Agricultural Preservation easements. This position works closely with, and provides staff assistance to, the Carroll County Agricultural Preservation Advisory Board, Planning Commission, and County Commissioners. Agricultural Land Preservation Specialist - Coordinates program outreach and assists landowners from the application through the settlement process of the various Agricultural Land Preservation programs. Works with the Carroll County Agricultural Land Preservation Advisory Board in accordance with Federal, State, and local laws, and within the goals and objectives of the Carroll County Department of Planning. Works directly with the State in directing the project agreements under the Upper Patapsco and Little Pipe Creek Rural Legacy easement programs. Office Associate IV - Provides secretarial support and services to the Agricultural Preservation Advisory Board and program staff. Prepares agendas for Board meetings and prepares minutes and follow-up correspondence. Researches property deeds and tracks application procedures for each of the land preservation programs and maintains the GIS database for these programs. BUREAU OF COMPREHENSIVE PLANNING

Bureau Chief - Lynda Eisenberg - Manages and supervises the operations and work program of the Bureau, including initiating, monitoring, and completing Bureau comprehensive planning projects affecting land use, transportation, public facilities, and the environment. She is the County's empowered representative for the Baltimore Regional Transportation Board as part of the Baltimore Metropolitan Council. Comprehensive Planner - Andrea Gerhard - This planner acts as planning liaison to the Town of Mount Airy and Election Districts 9 and 13 and works with the Finksburg area and Election District 4 in the implementation of comprehensive planning; responsible for Water & Sewer Master Plan and amendments; provides planning-related staff support to the Historic Preservation Commission and represents Carroll County on the board of the Heart of the Civil War Heritage Area. Ms. Gerhard processes annexation petitions received from municipalities, as well as rezoning petitions submitted to the County. She is the Energy Saver Loan coordinator and is also responsible for other comprehensive planning projects as assigned by the Bureau Chief. Comprehensive Planner - Scott Graf - Assigned to provide liaison planning services to the Cities of Taneytown and Westminster and is responsible for planning projects in Election Districts 1, 2, 3, and 7. Also responsible for compiling and maintaining demographic data related to planning. Mr. Graf represents Carroll County on the Cooperative Forecasting Group for the Baltimore Metropolitan Council and is responsible for other comprehensive planning projects as assigned by the Bureau Chief. Comprehensive Planner - - This planner is assigned to serve as the liaison planner to the Town of Sykesville, the Freedom area and Election Districts 5 and 14; serves as the office contact for the inventory of historic sites for Carroll County; provides staff support to the Monocacy Scenic River Board and is responsible for other comprehensive planning projects as assigned by the Bureau Chief. This position is currenty vacant.

Comprehensive Planner - Barbara "Bobbi" C. Moser - Assigned to serve as planning liaison to the Towns of Manchester, Hampstead, New Windsor, and Union Bridge; and Election Districts 6, 8, 10, 11, and 12. Ms. Moser is responsible for transportation planning and coordination of transportation planning projects; represents Carroll County on the Freight Regional Oversight Group and Bicycle & Pedestrian Advisory Group for the Baltimore Metropolitan Council. BUREAU OF DEVELOPMENT REVIEW

Bureau Chief - This position manages and supervises the operations and work program of the Bureau, including oversight of development plan review and processing, testing for adequate public facilities, bonding and recordation. Clayton R. Black currently serves in this capacity. cblack@ccg.carr.org

Engineering Review - This position performs the technical review of the engineering design of roads, storm drains, and traffic studies for subdivisions and site plans, in accordance with the County's Road and Storm Drain Design Manual. Development Review Coordinators - This position performs technical reviews of subdivisions, site plans, and off-conveyances to ensure compliance with accepted design and planning practices, in accordance with State and local laws. This position also coordinates the development review process by acting as a project manager. Legal Document & Surety Coordinator - This position coordinates the processing of legal documents for site development and subdivision plans. The position also oversees the routing of site plan and record plat mylars. Bureau Chief - Oversees all activities and projects related to resource management, which includes water resource management, forestry/landscaping, floodplain management, and stormwater management. Watershed Management Specialist - Coordinates and implements watershed assessment, restoration, and management practices for the Carroll County watershed management efforts in accordance with Federal, State, and local laws. Stormwater Management Engineer - Responsible for the review and approval of stormwater management. Provides in-house design for stormwater/storm drainage projects when needed. Watershed Restoration Specialist - Provides technical design for and oversees completion of improvement projects for the Carroll County watershed restoration efforts in accordance with Federal, State, and local laws and reviews development plans. Floodplain Management Specialist - Coordinates the operations of the Carroll County Floodplain Management Program. Provides review and coordinates floodplain standards to new development in accordance with Federal, State, and local laws. Chief Reviewer/Inspector - Administers and coordinates grading, sediment control, landscape, forest conservation, and stormwater management inspections and enforcement programs in accordance with Carroll County's Ordinances and Federal, State, and local regulations. Oversees inspectors' work assignments, schedules, and workflow for residential and commercial/industrial sites, road and building construction, stream and wetland protection/restoration, and landscape/forestation projects as related to appropriate ordinances and programs including joint reviews/inspections. Environmental Inspector/Grading Reviewers (4 Positions) - Performs grading reviews, inspections, and enforcement, as well as sediment control, landscape, forest conservation, and stormwater management inspections and enforcement activities for residential and commercial/industrial sites, road and building construction, stream and wetland protection/restoration, and landscape/forestation projects in accordance with Carroll County Ordinances and Federal, State, and local regulations. OFFICE OF ZONING ADMINISTRATION

Zoning Administrator - Interprets and enforces the zoning ordinance. Conducts administrative and variance hearings to Chapter 223, Zoning Ordinance, Chapter 134, Landscape Enhancement or Development, and Chapter 103, Development and Subdivision of Land. Testifies for the court judicial system and Board of Zoning Appeals. Interacts with the public and other agencies to ensure the appropriate use of land. Oversees and manages the Office of Zoning Administration. Performs as Hearing Officer for the Bureau of Housing and Community Development. Acts as Hearing Officer for the Department of Public Works appeals process, for their weed and trash abatement program. Zoning Inspector - Interprets and enforces the zoning ordinance through field inspections while responding to complaints from the public. Prepares reports and testifies on violations for review by the Zoning Administrator, Board of Zoning Appeals, and the court judicial system. Interprets and answers questions from the public related to the zoning ordinance. Approves and ensures that building permits comply with the zoning ordinance. Zoning Technician - Conducts zoning investigations on complaints received from the public, in accordance with the Carroll County Zoning Ordinance. The Zoning Technician prepares reports and testifies on violations to the court judicial system. Provides services to citizens by answering questions, providing information, making referrals to other agencies, and appropriately follows through with resolutions of complaints received from the public. Assures building permits comply with the requirements of the zoning ordinance. Performs numerous administrative assignments as delegated by the Zoning Administrator.
