Office of Public Safety

The Office of Public Safety is responsible for Emergency Operations Center, Civil Defense, and liaison with fire and police organizations. Emergency Services Operations operates and maintains the 911 system and countywide radio communications that are essential in both emergency and day-to-day operation of the County. The Civil Defense program concentrates on meeting federal requirements of the Superfund Amendments Reauthorization Act.

911 in Carroll County

In January of 1984, Carroll County placed an enhanced version of Emergency 911 in service. This 911 phone service automatically displays both the address and phone number of the calling party, as well as other pertinent information relative to the call. In January, 1997, the 911 system was upgraded to the latest version of the Enhanced 911 System. Please remember, for an emergency requiring fire, ambulance, or police assistance, dial 911.

In February of 1992, Carroll County added another valuable feature to its Emergency 911 services by implementing an Emergency Medical Dispatch (EMD) program. This EMD program allows the Emergency 911 dispatcher to assist 911 callers by giving them instructions over the telephone prior to the arrival of the fire service ambulance or fire engine. The "pre-arrival" instructions do not delay the dispatch of the necessary fire or emergency medical units. Carroll County's EMD program is recognized nationally and Emergency 911 Dispatchers have been trained and certified in the use of this program. EMD personnel are certified by the State of Maryland every two years.

Community Emergency Information Line

In June, 1995, the County added a community emergency information line. This 24-hour, seven days per week service gives emergency information in case of severe weather or other emergencies. Citizens can dial toll-free 1-888-5-GET-EOC. Text telephone users should dial 410-848-3017. During non-emergency hours, educational information will be recorded to assist people in preparing for community emergencies. During emergencies, the phone will be "live", giving specific information that affects individual callers.
