Chief Deputy Colonel Phillip S. Kasten

A constitutional office with responsibility in all three branches of the Criminal Justice System; correctional, judicial and law enforcement, statutory law grants the Sheriff of Carroll County authority to appoint an undersheriff, or “Chief Deputy” to assist with the Sheriff’s many responsibilities. Serving at the pleasure of the Sheriff, Colonel Phillip S. Kasten was appointed as Chief Deputy on February 28, 2013 by Sheriff Tregoning.

Having worked through the ranks, Colonel Kasten has served as Patrol Deputy, Field Training Officer, K9 Handler, Administrative Investigator, Police Instructor, Public Information Officer, Supervisor, Assistant Bureau Chief, and Bureau Chief.  Additionally, he has supervised the Personnel Services, Fiscal Affairs, Logistical Services, Technology, Training, Policy Research & Planning, Auxiliary Patrol, Internal Affairs and K9 functions.  As the Carroll County Sheriff’s Office first Accreditation Manager, Colonel Kasten led his agency through its initial CALEA Recognition and Accreditation Awards.  He now serves as a CALEA Assessor, conducting standards assessments of law enforcement agencies nationwide. 

He began his law enforcement career after graduating from the Howard County Police Academy, serving as a Patrolman and later a Patrol Sergeant with the Town of Hampstead Police before joining the growing Sheriff’s Office.  Colonel Kasten also served as a United States Marine, holds a Master’s Degree in Criminal Justice, a Bachelor of Arts Degree in Law Enforcement Administration, and is a graduate of the FBI National Academy, Session #233.  He currently serves as 4th Vice President of the Maryland Sheriff’s Association.

As second in command of the Carroll County Sheriff’s Office, Colonel Kasten functions as a key advisor to Sheriff Tregoning, and fulfills the duties and responsibilities of the Sheriff in his absence. Additional responsibilities of Chief Deputy involve supervising the daily activities and business of the Sheriff’s Office, including implementation of new policies, systems and projects, and their compliance with legal and professional standards. The Chief Deputy also monitors the budget planning and goal setting process, reviewing large fiscal decisions.
